Russia’s Nuclear Protection Chief Killed in Electric Scooter Bomb Blast

Lieutenant General Igor Kirillov, the head of Russia’s Radiological, Chemical, and Biological Defense Forces, was killed in a bomb explosion outside an apartment building in Moscow. According to Russia’s investigative committee, the explosive device was concealed within an electric scooter. The attack also claimed the life of Kirillov’s assistant and left the city reeling in shock.

The explosion occurred on Ryazansky Prospekt on Tuesday. Photographs shared on Russian Telegram channels depicted a shattered building entrance surrounded by rubble and blood-stained snow, with two bodies visible on the scene. Russia’s TASS news agency reported that the explosive device had an estimated capacity of 300 grams of TNT equivalent, devastating the area.

The Ukrainian Security Service (SBU) has claimed responsibility for the bombing. A source within the SBU reportedly told multiple news agencies, including Al Jazeera and Reuters, that the attack targeted Kirillov as a “legitimate target” due to his involvement in the use of chemical weapons in the Ukraine war. Officially, Ukraine has yet to comment on the incident.

Russian Reactions: Accusations and Promises of Retaliation

The killing of Kirillov has prompted strong reactions from Russia’s political and military elite. Dmitry Medvedev, deputy head of Russia’s Security Council, accused Ukraine of using the assassination to divert attention from its military setbacks. Medvedev promised retribution, saying, “Kyiv’s senior military-political leadership will face inevitable consequences.”

Foreign Ministry spokesperson Maria Zakharova criticized Western nations for their silence, calling it tacit approval of the act. “An entire day has passed. Where is the reaction from the ‘civilized’ world?” she wrote on Telegram, adding that the attack represents a further escalation in the “spiral of approval of Kyiv’s war crimes.”

President Vladimir Putin has yet to issue an official statement on the assassination.

U.S. Denies Involvement but Highlights Kirillov’s Alleged Atrocities

The United States denied any involvement in the killing of Kirillov. State Department spokesperson Matthew Miller stated, “The United States was not aware of it in advance and was not involved.” However, he highlighted Kirillov’s alleged role in war crimes, including the use of chemical weapons against Ukrainian forces.

On Monday, Ukrainian prosecutors charged Kirillov in absentia for the alleged use of banned chemical agents in Ukraine, including reports of deploying toxic substances like chloropicrin on the battlefield. The UK had sanctioned Kirillov in October for similar reasons, linking him and his forces to violations of international law.

A History of Controversy

Kirillov led Russia’s Radiological, Chemical, and Biological Defense Forces, specialized units trained to operate under conditions of nuclear, chemical, and biological contamination. His units have faced accusations from Western nations and international organizations for the use of chemical weapons in the ongoing conflict with Ukraine.

Chloropicrin, one of the alleged substances used, is a choking agent banned under international conventions. Despite these allegations, Russia has consistently denied possessing a military chemical arsenal and insists its actions comply with international law.

Security Failures in Moscow

Residents of the apartment complex where the explosion occurred have long complained about inadequate security measures, particularly the lack of functioning surveillance cameras. According to Al Jazeera’s Maria Shapovalova, this failure hindered authorities’ ability to gather evidence from the scene of the attack.

The incident underscores vulnerabilities in Moscow’s urban security network, even as high-ranking officials like Kirillov are targeted.

Ukraine’s Escalating Campaign

This assassination marks the latest in a series of high-profile attacks allegedly orchestrated by Ukraine on Russian soil since the invasion began in February 2022. Previous incidents include the car bombing of Darya Dugina, the daughter of Russian ultranationalist Alexander Dugin, in August 2022.

The SBU claims it has documented over 4,800 uses of chemical weapons by Russian forces since the invasion began, intensifying the ongoing conflict.

The killing of a senior military figure like Kirillov has significant ramifications for the Russia-Ukraine conflict. It highlights the growing risks of targeted attacks and retaliation, potentially escalating an already volatile situation.

Russia’s investigative committee has launched a criminal case, though it remains unclear what measures will be taken in response. As the conflict drags on, both sides continue to accuse each other of war crimes, fueling tensions that show no sign of abating.
