Voter registration is a crucial part of Kenya’s democratic process. It ensures that all eligible citizens are recorded in the register of voters, allowing them to participate in elections. The Independent Electoral and Boundaries Commission (IEBC) is the constitutional body responsible for registering voters and maintaining the register of voters.

1. Types of Voter Registration in Kenya

A) Periodic Registration

B) Continuous Registration

📌 Ongoing registration process to update the voter register.
📌 IEBC regularly updates the principal register by:

According to Article 83 of the Constitution, a person must meet the following requirements:

✔ Be a Kenyan citizen

Step-by-Step Voter Registration Process

📌 Step 1: The applicant visits a gazetted registration center with their original ID card or valid Kenyan passport.
📌 Step 2: A registration officer (clerk) welcomes the applicant.
📌 Step 3: The officer verifies the applicant’s documents.
📌 Step 4: The applicant confirms that they have not registered elsewhere.
📌 Step 5: The officer records the applicant’s personal details in the Biometric Voter Registration (BVR) system.
📌 Step 6: The applicant fills Form A (registration form). If the applicant cannot read/write, the officer assists.
📌 Step 7: The officer captures the applicant’s biometric data (fingerprints and facial image).
📌 Step 8: The applicant reviews their details for accuracy.
📌 Step 9: The officer issues an Acknowledgment Slip (not required for voting).
📌 Step 10: The applicant receives information on where they will vote.

✅ Final Step: The applicant leaves the registration center.

📌 Biometric Data Capture Process
✔ The left-hand fingerprints are scanned.
✔ The right-hand fingerprints are scanned.
✔ The two thumbs are scanned.
✔ A passport-size photo is taken.
✔ The details are verified on-screen before confirmation.

4. Updating Voter Details

📌 A registered voter may update their details in the voter register by filling Form C.
📌 Only alphanumeric data (e.g., names and address) can be updated.
📌 Biometric data (fingerprints, facial photo) cannot be changed.
📌 The voter must be physically present to authenticate updates with a fingerprint scan.


5. Transferring Voter Registration to Another Constituency

📌 A voter may transfer their registration to another center by filling Form D.

Eligibility for Diaspora Registration

✔ Progressive voter registration for Kenyans abroad is guaranteed under Article 82(1)(e) of the Constitution.

Diaspora Registration Centers

❌ No! A person can only register once in their preferred constituency.

📌 Your name will be deleted, and you may be fined or imprisoned.

✅ Yes! A voter can transfer to another constituency or polling station by filling Form D.

4) Can I update my voter details?

✅ Yes! You can update your name, address, or polling station but not your fingerprints or photo.

5) Do I need my voter registration slip to vote?

❌ No! You only need your National ID card or passport to vote.

6) Can Kenyans abroad register to vote?

✅ Yes! Kenyans in embassies and high commissions can register and vote for President & Referendums only.

7) Can prisoners register to vote?
