Qualifications for a Returning Officer and Deputy Returning Officer
To be eligible for appointment as a Returning Officer or Deputy Returning Officer, candidates must meet the following qualifications:
- Be a Kenyan citizen of high integrity and non-partisan.
- Hold a Degree or Diploma from a recognized institution.
- Be computer literate.
- Possess effective communication and report-writing skills.
- Have the ability to manage people, sensitive data, and election materials.
- Be proficient in data computation.
- Be available for the entire by-election period.
- Reside in the constituency where the by-election is being conducted.
