What is SHIF?
SHIF, or Social Health Insurance Fund, is a new healthcare initiative that will replace the existing National Hospital Insurance Fund (NHIF) in Kenya. The primary aim of SHIF is to ensure that all Kenyans have access to quality healthcare, regardless of their income level.
How to Register for SHIF
Enrolling in SHIF is straightforward, with two main registration options:
- In-person registration
- Online registration
For in-person enrollment, visit SHIF offices or designated registration centers with your ID and basic information. If you prefer online registration, follow these steps:
- Visit the SHIF website (sha.go.ke)
- Click the “Register” button
- Create an account
- Complete the registration form
- Submit your application
Key Dates to Remember
- March 1, 2024: SHIF coverage started
- July 1, 2024: Registration for SHIF opened
- September 30, 2024: Last day for NHIF admissions
- October 1, 2024: Full implementation of SHIF; NHIF operations ceased, and all Kenyans must register with the Social Health Authority (SHA) for health services. Benefits under SHA commence on this date.
- October 9, 2024: Contributions made before this date will be credited to NHIF, while those from November 9, 2024, onward will go to SHIF.

SHIF presents several advantages over the previous system:

- Simplified System: A unified program replaces multiple insurance options
- Expanded Benefits Package: SHIF will offer a wide range of services, such as outpatient care, emergency services, chronic illness management, maternity and child health services, oncology treatments, and mental health care.
- Access to Specialized Care: Improved access to specialized treatments and overseas healthcare providers for services not available locally, including better provisions for critical conditions and emergency treatments previously excluded under NHIF.
What You Need to Know About Contributions
Both employees and employers will contribute to SHIF:
- Employees: Contributions are based on income
- Employers: Responsible for registering their employees
- Self-employed: Contributions will be based on declared income

Legislation and Governance
The Social Health Insurance Act of 2023 established SHIF and created the Social Health Authority (SHA) to manage the program. The SHA oversees three key funds:
- Social Health Insurance Fund (SHIF)
- Primary Healthcare Fund (PHF)
- Emergency, Chronic and Critical Illness Fund (ECCIF)
The Ministry of Health supervises SHIF, ensuring healthcare access for everyone. SHIF will take the place of the NHIF.
